TL9000
隨著電訊行業(yè)的全球化,在該行業(yè)中設立一套統(tǒng)一的質量體系要求,已經(jīng)成為全世界電訊企業(yè)的共同需求。1996年春,以貝爾公司為首的一些電訊業(yè)知名的服務提供商提出要制定一個統(tǒng)一的質量體系標準,并于1997年10月成立了QuEST論壇(Quality Excellence for Suppiers of Telecommunications Forum)。QuEST論壇是一個電訊業(yè)服務提供商和產(chǎn)品制造商之間合作和溝通的世界論壇,其目標是統(tǒng)一所有電訊業(yè)的質量體系標準,在現(xiàn)有標準和實踐的基礎上制訂和保持一個通用的電訊業(yè)質量體系管理標準TL9000。目前成員包括AT&T、MCI、愛立信、諾基亞、西門子、3M等,論壇負責該標準的制定、發(fā)布和修改,并保持TL9000和其他標準的一致性。 Along with rapid developing of telecommunication industry, it is necessary to establish a common set of quality management system.Some famous telecommunication companies such asBell Atlantic,founded the Quality Excellence for Suppliers of Telecommunications (QuEST) Forum to foster continued improvements to the quality and reliability of telecommunications service. The members include AT&T,MCI,Ericsson,Nokia,Siemens,3M etc.It is committed to developing and maintaining a common set of quality system requirements TL9000 for the telecommunications industry, worldwide, including reportable cost and performance-based metrics for the industry. It is responsible for maintenance and develop of the standard.
TL9000標準共分兩大部分--質量體系要求和質量體系指標。質量體系要求為電訊產(chǎn)品(硬件、軟件和服務)的供方建立了一套通用的質量體系要求,這些要求是在現(xiàn)有的行業(yè)標準(包括ISO9000國際標準)的基礎之上制定的;質量體系指標定義了一系列最基本績效指標,以衡量和評價質量體系運行的結果。TL9000是電信行業(yè)版本的ISO9001,同時增加了其它的條款來直接反映電信行業(yè)特有的需求。The purpose of TL 9000 is to define the telecommunications quality system requirements for the design, development, production, delivery, installation, and maintenance of products and services. Included in TL 9000 are cost and performance-based metrics that measure reliability and quality performance of the products and services. TL 9000 is the telecommunications industry''s version of ISO 9001:2000 with additional requirements which directly represents the specific needs of the telecom communications industry.
